Educational Qualification:

Requirement:
  • KNOWLEDGE and SKILLS REQUIREMENTS:
  • Demonstrates understanding of market systems frameworks and facilitation strategies.
  • Demonstrated experience conducting gender sensitive interviews and focus group discussions in the field for research purposes.
  • Strong knowledge on the gender context of rural Bangladesh and agriculture.
  • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well‐organized manner.
  • Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
  • Ability to prepare and conduct formal presentations, and conduct field level surveys.
  • Demonstrated ability to effectively use computers and operation systems such as Microsoft Office (Excel, word, PowerPoint, Access and Outlook etc)
  • Willingness to travel 40% of the time.
  • Fluency in English and Bangla, both verbal and written.
  • EDUCATION and EXPERIENCE REQUIREMENTS:
  • Demonstrated experience developing, conducting, and writing gender analyses, complete with tool development, field work, analysis and writing. Gender analysis experience in agricultural sectors preferred.
  • Minimum 5 years' of relevant experience.
  • Experience in agricultural market systems development or in the private sector or supporting private enterprise for gender mainstreaming is considered an added advantage.
  • Experience in program design and research.

Supervisor: Chief of Party, Rice and Diversified Crops Activity
BACKGROUND:
The Feed the Future Rice and Diversified Crops (RDC) activity is a USAID‐funded project designed to catalyze market system changes that promote a diversified farm management approach oriented to intensified rice production and higher‐value, nutrient‐rich crops to increase incomes and improve food security and nutrition in the Khulna, Barisal, and southern Dhaka divisions of Bangladesh (RDC zone). RDC`s goal is to increase rural incomes by catalyzing a process that leads to competitive and inclusive rice based market systems.
PURPOSE:
The purpose of this consultancy is to provide technical assistance to the RDC project during the Maternity leave of Manager of Gender unit. The consultant will support the implementation team in order to ensure gender integration within program design. She/he will be working in close coordination with Gender Manager, RDC and Gender focal at AV Headquarter.

Job Description / Responsibility

All task will require pre‐approval from Chief of Party and/or Senior Technical Director for Market Systems.
1. Support to Integrate gender relevant constraints within sector strategies for Rice and Diversified Crop market systems
Do in depth gap analysis of RDC Sector strategies to identify remaining questions on gender gaps, gender‐based constraints, and key opportunities for women and girls
Conduct follow up surveys and FGDs with value chain actors and secondary research to answer these questions and provide tangible input in the sector strategies.
2. Support to gather information necessary to formulate the workplan for Y2.
During and before the workplan period gather relevant information as needed.
For Y2, the primary focus will be proposing 'gender targeted activities'; hence the consultant will support program staff to to identify market development opportunities with women owned business and/or roles that women take lead as service providers, labors, contractors, intermediaries, seed producers, input retailers etc.
Reviews and participates in the workplan meetings.
3. Review MAAs to ensure gender and women are adequately considered within the MAAs.
Consultant will work with the ACDI/VOCA Headquarters Gender Specialist to provide initial review of the MAAs, share with respective technical referent and compile their feedback. This review will be based on ACDI/VOCA resources for gender and MAA review.
4. Work with MEL team to follow up on monitoring framework
The consultant shall coordinate with MEL team for monitoring and providing periodic updates on the status of indicators with gender outcomes.
5. Deliver monthly progress reports based on the progress of tasks.
6. Undertakes other duties and projects as assigned by supervisor.
DELIVERABLES & LOE
Report integrating gender relevant constraints and considerations within sector strategies for Rice and Diversified Crop market systems . Provide written inputs for sector strategies on Gap Anlysis, Survey.
Support to gather information necessary to formulate the workplan for Y2. Provide written compilation of collected information.
Provide ongoing support to the Gender Focal Points (GFP) team for effective integration. Meeting minutes with GFPs and partners . Initial review of upcoming MAAs, prepare Gender review report in each MAA.
Deliver monthly progress reports based on the progress of tasks.
