Requirement:
  • The KPIs will be defined and agreed upon every six months, based on the following:
  • Gender related results-targets as agreed in subsequent annual plans of operation are all met.
  • Research targets as per annual plans of operations are all met, including the regular RCA studies.
  • Full compliance with the Sudokkho strategy on communications
  • Full compliance with all planning, monitoring, results measurement and reporting tasks
  • Full compliance with the guidelines of the Sudokkho operational manual.
  • Profile of the Gender and Social Inclusion Adviser
  • The Gender and Social Inclusion Adviser must meet all of the following essential requirements:
  • A minimum of 10 years' experience in promotion gender equality in a development cooperation context, and consequently have a strong network in Bangladesh among major relevant stakeholders.
  • As integrated part or in addition to this, three years' experience in supporting underprivileged groups.
  • Solid experience in working with international networks and attending international events relevant to promoting gender and social inclusion
  • Excellent communication in English and Bangla and excellent report writing skills in English.
  • Excellent proficiency in MS Office (particularly Word and Excel).
  • Strong analytical and organisational skills.
  • Additionally, the following experiences or expertise are desirable:
  • Experience in working with TVET (Technical and Vocational Education and Training) systems.
  • Working with or in the RMG and/or construction sector.
  • Experience of working in donor funded development projects
  • Familiar with planning and monitoring systems.
  • Interpersonal skill and leadership ability is expected.

Instruction :

The successful candidate shall be appointed on a fixed term consultant contract to 31 March 2019 by the British Council and shall undergo a probation period of six months and his/her performance shall be evaluated prior to the confirmation of the full term of the contract. The consultant will report to British Council for any contractual matter. The fee rate for the consultant shall be negotiated with the British Council and dependent on the candidate's qualifications and experience.

This work will be contracted by the British Council through a consultancy contract. The ToR is subject to modifications as per project need. Period: From 1 September 2017 until 31 March 2019
Location: Dhaka with regular field work at countrywide locations of (potential) partner
organisations and other stakeholders of Sudokkho.

Job Description / Responsibility

Rationale for the position
Gender and Social Inclusion is a cross-cutting topic within Sudokkho, affecting all programme components. Given the size of the programme and the importance of gender and social inclusion within its scope and targets, the position for the Gender and Social Inclusion Adviser (G&SI Adviser) is full-time.
The GSI Advisor will be responsible for initiating, facilitating and implementing strategies and activities that contribute to Sudokkho's gender and social inclusion mainstreaming in this full-time position.
Responsibilities, duties and tasks
Gender Equality and Social Inclusion (GSI) is an integral part of Sudokkho to assist women and men from disadvantaged communities into decent employment through the development of sustainable training systems. Sudokkho recognises that incorporating GSI as a cross-cutting theme is a minimum requirement for GSI mainstreaming. This is enacted by explicit consideration of the differences between men and women, and of other disadvantaged groups, at each stage of the programme from research through to evaluation. Sudokkho uses three distinct and complementary strategies to mainstream gender and social inclusion:
Integrating GSI considerations throughout the analysis, design, implementation and evaluation stages of the programme;
Implementing targeted interventions particularly where there are significant disparities for women or a disadvantaged group, and
Creating an inclusive and gender sensitive environment within Sudokkho to ensure an equal and respectful work atmosphere.
Chief responsibility of the GSI Advisor is to oversee and provide necessary technical support to facilitate the d timely implementation of the Gender and Social Inclusion Strategy towards meeting all gender and social inclusion related programme targets. The G&SI Advisor will also work closely with the (part-time) international Gender Mainstreaming Training Expert to ensure that activities and deliverables are aligned to international best practice and meet the programme requirements.
Key duties and tasks of the G&SI Advisor are the following
Provide technical support in partnership development processes to ensure that GSI elements are embedded in the selection process;
Facilitate capacity building of the partner PTPs to offer GSI responsive training;
Implement GSI social marketing interventions, in close coordination with the Communications Advisor;
Provide support to enhance institutional capacity of industry partners to offer GSI responsive training;
Provide technical support to ensure that all Sudokkho training packages comply with
Sudokkho's GSI requirements;
Facilitate capacity building of Training Consultancy Service Providers (TCSPs) in delivering GSI responsive skills training;
Provide advisory support in initiating dialogue and discussions with relevant stakeholders;
Provide advisory support to the Monitoring and Results Measurement (MRM) team to ensure that all MRM tools embed GSI elements;
Support the MRM team to monitor effectiveness of the GSI strategy and evaluate the progress;
Organise and facilitate capacity building of Sudokkho staff to ensure effective integration of GSI in all their activities;
Attend team meetings, work closely with the other team members to ensure effective support to better integrate GSI across Sudokkho's portfolio;
Network with relevant stakeholders and other development cooperation projects to engage and exchange information on best practices and lessons; and
Represent Sudokkho in various platforms and networks, when required. related to GSI.
Furthermore, the following general duties and tasks apply
Planning and monitoring exercise
Participate in strategic and operational planning exercises to contribute in ensuring integration of GSI in all interventions;
Communications.
In consultation with the Sudokkho Communications Advisor, roll-out of the Sudokkho communication strategy for outreach to different stakeholder groups for social marketing and creating community awareness.
Monitoring and results management
Contribute and provide inputs to all MRM activities. Prepare and agree on overall personal annual targets and key performance indicators as well as intermittent targets for specific tasks, and apply Sudokkho's activity planning system.
Reporting
Provide inputs to all reporting processes and review progress reports from implementing partners through a GSI lens.
Other
During the scope of implementation of Sudokkho, additional tasks may emerge for which the programme takes responsibility. The Team Leader may assign these additional tasks, if relevant to the expertise of the G&SI Advisor and if, workload permits.
Time schedule:
The GSI Adviser is a full time position throughout the implementation phase of the programme, planned until 31 March 2019, and based on 220 working days per calendar year. The selected candidate can join in the team anytime from September 2017.
The GSI Adviser will follow the work schedule as laid down in the Sudokkho operations manual, based on a 5-day work week, but considering irregular work when required.
