Educational Qualification:
  • Master degree in Management or Accounting or related field.
  • Preference will be given to those with Masters in Accounting/ Finance or MBA major in Accounting/ Finance from any recognized university/ institute;

  • Knowledge of Admin, Procurement, Accounting policies;
  • Experience in the use of accounting software; QuickBooks preferred;
  • At least 05 years working experience in similar position in INGO/ NGO;
  • Knowledge in complying with USDA requirements;
  • Knowledge about NGOAB's requirements for project approval, audit clearance, annual fund release, performance certificate from local Government etc.
  • Good in speaking English and fluent in Bangla;
  • Willingness to travel in remote areas of Bangladesh;
  • Skill on MS Word, MS Excel, MS Power Point, e-mail etc.;
  • Ability to work with a wide variety of people and be a team player.

WINROCK INTERNATIONAL is a non-profit organization that works with people around the world empower the disadvantaged, increase economic opportunity and sustain natural resources. Winrock was awarded the Safe Aqua Farming for Economic and Trade Improvement (SAFETI) project with presence in Dhaka, and Khulna, Bagerhat, Satkhira and Jessore districts of Khulna Division, and in Cox`s Bazar district of Chittagong Division.
SAFETI is being implemented with objectives of achieving the following results through different interrelated components/ activities mentioned in the project proposal:
Increase agricultural productivity by improving production and management of hatcheries and farm in the shrimp and prawn value chain to contribute to both improved food quality and safety, as well as to improved livelihood and environmental sustainability in the Bangladeshi prawn and shrimp industry.
Expand trade of agricultural products by improving handling and sanitary controls, reducing unnecessary layers in the value chain, promoting extension services, and building the capacity of trade associations and government trade promotion bureaus.
The Admin and Finance Officer will work under the supervision of Finance manager and overall guidance of the District Manager. The Admin and Finance Officer will work closely with other staffs of the project.

Job Description / Responsibility

The Admin and Finance Officer will work under the guidance of the Finance Manager, the District Manager and the DCOP;
Maintain field office accounts and prepare monthly field office voucher (FOV) report by using QuickBooks accounting software;
Prepare monthly bank reconciliation statement;
Preparation of Disbursement, Journal and Receipt vouchers as appropriate and obtained voucher approval from Finance Manager/District Manager;
Prepare staff advance statement and closely monitor with filed/Hub office for timely liquidated;
Perform and monitor the fund management, financial planning and fund request of Partner- NGOs and SAFETI District office;
Check and verify all invoices for local & international travel, other bills and enter into QB system using the proper account codes for each transaction and process for the payment accordingly;
Check all vouchers/bills accordingly and seek necessary approval for payment as per WI policy/project guidelines in a timely manner;
Prepare checks for review, signature and distribution. Prepare bank deposits for review and submit to bank;
Prepare petty cash and representational funds requests with the support from Finance Manager;
Ensure compliance management including VAT, TAX and other applicables as per rules of Bangladesh Govt.
Support and insure project administrative compliance with relevant USDA and Winrock procedures in the areas of procurement, local and international travel, and such other administrative activities as deemed necessary by the project;
Undertake other relevant works as determined by the FM, DCOP and others;
Monitor and provide Administrative and logistic support to field office;
Ensure arrangements for large meetings and conferences, including meeting rooms, meals, ground transportation, clerical support, budgeting etc.;
Visit all partner organizations for their capacity building regularly as advised by DCOP and Finance Manager;
Make periodical inventory of the assets of the project;
Any other job as assigned by management of the project.
