Educational Qualification:

Currently, CARE Bangladesh is looking for potential candidates for the position of Team Leader under Strengthening Multisectoral Nutrition (SMNP) Project.

Program Summary

The Strengthening Multisectoral Nutrition (SMNP) project is a multiyear community based nutrition research project which will be implemented in the Feed the Future Zone of Influence (FTF ZOI). The Project will generate evidence from implementation of selected interventions, use of scientific research methodology for development, testing and refinement of new and improved approaches, interventions and policies in Bangladesh for improved delivery of multisectoral nutrition services in high stunting areas in the southwest part of Bangladesh. This project outcome will feed into nutrition policy making and implementation in Bangladesh, informed by high quality local evidences. This project will work directly with adolescents, pregnant and lactating women and children under the age of two for about 5 years to improve optimal food consumption and dietary practices, ensuring healthy environment in the selected households, increased saving and income through homestead agriculture, positive gender norms and health seeking behaviors of the targeted population. These will in turn contribute towards improved linear growth and reduction of stunting among young of children.

Position Title, Location & Contract Duration:

The duration of the proposed contract is up to December 31, 2021.

I. Job Summary:

The Team Leader is primarily responsible for providing management and technical support for the Strengthening Multisectoral Nutrition (SMNP) project for effective and quality implementation. SMNP project will be implemented along with the other consortium members. S/he will be responsible for project related communications with other consortium members in consultation with National Nutrition Coordinator and Program Director-Health of CARE, Bangladesh. S/he will review project inputs, outputs and outcomes, project progress, budgeting, reporting and evaluation, including annual appraisal and capacity building of project staff. S/he is also responsible for administrative management of staff and resources. S/he ensures effective and efficient use of project's resources and materials. The Team Leader will lead the team of CARE Bangladesh technical team spread over in 8 districts in the southern part of Bangladesh both urban and rural areas. Team Leader will provide management input and technical support towards CARE and other partner staffs of this project. The Team Leader will offer appropriate support to draw outline of multisectoral intervention strategy, Social and Behavior Change Communication (SBCC) and Capacity Development strategy towards IYCF, maternal nutrition, women empowerment, governance and homestead agriculture activity. S/he will work closely with project team to prepare annual plan, strategies around key project interventions, facilitate implementation through monitoring of team performance as set in the study design of the project. S/he will engage in dialogue with different stakeholders like MOH&FW, Local Government, other nutrition sensitive sectors and consortium members at district, upazila to generate support and identify collaboration opportunities and community. S/he will coordinate with other CARE’s project in the same geographic locations to align with the learning agenda and sharing the experiences. S/he will work closely with Monitoring and Evaluation unit to prepare quarterly and annual project implementation report, contribute to financial report, prepare special success stories to share with GoB, USAID and other stakeholders.

II. Responsibilities and Tasks:

Responsibility # 1: Facilitate effective “SMNP” project implementation through cost effective planning and optimum use of resources

Facilitate preparation of annual implementation plan as developed with guidance from proposal and donor, and partners.
Provide technical support to develop project specific strategies and guidelines in consultation with CARE Bangladesh team.
Identify and facilitate use of local resources in routine project implementation.
Mobilize local support from MOH&FW, Civil society to project implementation plan of CARE Bangladesh.

Responsibility # 2: Develop and Roll out effective monitoring system to reflect project progress with alignment with project results framework and advocacy

15%

Assist to develop structured monitoring system to capture multisectoral intervention and of nutrition service delivery as per project M&E framework and donor guideline.
Develop project activities of project interventions, build rapport and relationship with MOH&FW, NGO and donor.
Periodic sharing of project progress update and challenges with MOH&FW and other stakeholders.
Work closely with research partner of the consortium for the Randomized effectiveness-implementation hybrid trial which is integral part of this project and contribute to the trial through using tools, preparing reports.
Document best practices and lesson learned during project implementation.

Responsibility # 3: Support planning and implementation of capacity building initiatives

15%

Develop capacity building plan in coordination with CARE Bangladesh and other consortium members and donor.
Assist to formulate/adapt training guideline on IYCF, Personal Hygiene, maternal nutrition, adolescent nutrition, Conditional Cash Transfer, Homestead food production in collaboration with CARE Bangladesh and GoB.
Facilitate implementation of annual capacity development plan.
Collect different information related to recent evidences to strengthen the project staff’s technical expertise.

Responsibility # 4: Administrative and financial management

15%

Check and approve all related travel expenses report, bill, vouchers, staff leave, and purchases.
Ensure the implementation of CARE Bangladesh policies in regard to administration and finance.
Prepare annual budget and annual procurement plan, and donor reporting.
Monitor actual expenses against budget, control costs and revise budget as per the project plan.

Responsibility # 5: Guide effective implementation of different community mobilization activities and training of project staff

10%

Guide teams at PNGO core and upazila team to plan and implement project interventions within stipulated time.
Help project staffs and partner NGO staffs to identify and appropriate structures for community mobilization, mapping of resources, facilitating meetings to identify feasible mechanisms for dealing with maternal and child nutrition problems, establishing referral linkages and catalyzing community actions and monitoring systems.
Support to identify appropriate community mobilization process and methods to ensure implementation of project interventions.

Responsibility # 6: Performance management and staff development

5%

Assist staff in preparing individual operating plan.
Follow up staff performance and provide OJT and ongoing for quality performance and staff development.
Conduct mid-term review and help staff in identifying areas and probable ways/solutions for further improvement.
Conduct annual performance appraisal of staff who are directly supervised by him/her.

Responsibility # 7: Networking and liaison with MOH&FW at National level and district, other CARE’s project N@C, Tipping Point, SHOUHARDO III, Shomosti, and GO/NGO, and research institutions

Share and draw learning experiences from N@C, SHOUHARDO III, Tipping Point, SHOMOSTI.
Coordinate and liaise closely with N@C, SHOUHARDO III, Tipping Point, SHOMOSHTI, program personnel at Dhaka and Field
Communication with GO/NGO and other stakeholders is essentially required.
