Job Detail:

Action Research on Energy Efficiency (AREE) is a two‐year pilot project under the Swisscontact DevelopmentProgramme, aimed at broadening Swisscontact’s portfolio in Resource Efficiency in Bangladesh. As part of its work, AREE is addressing energy efficiency in the rice mill sector.

Traditional boilers and furnaces used for parboiling paddy in SME rice mills are highly energy‐inefficient and a major source of air pollution. The black smoke emitted during boiler operation adversely impacts workers’ health causing eye ailments and respiratory problems. In addition, the boilers are operationally unsafe, resulting in injuries and occasional casualties. An improved rice parboiling system (IRPS) has been developed by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH). The IRPS requires 20‐50% less fuel, strongly reduces smoke emissions, and is equipped with safety features greatly reducing the risk of boiler explosions. Parboiling paddy with an IRPS is therefore a safer, more environmentally friendly option which protects workers’ health.

From the rice mill owner’s perspective, investing in an IRPS represents a good business case. Though an initial investment is needed, the cost savings realized through lower fuel consumption over the IRPS lifetime far outweigh the initial investment costs. Despite the clear business case and the non‐financial benefits associated with IRPS, few rice mills have so far upgraded to the improved technology.

The aim of AREE’s work in the rice mill sector is to promote market uptake of the improved rice parboiling system among SME rice mills. Based on an analysis of the constraints to market uptake conducted in two major rice mill clusters, AREE’s interventions will focus on 1) raising awareness about the benefits of the IRPS among rice mill owners and 2) strengthening the capacity of local boiler manufacturers to provide good quality IRPS installation and post‐sales services.

To roll out project activities in two rice mill clusters, AREE invites applications from qualified candidates for the following
two consultancy assignments:

Consultancy: Field support for implementation and monitoring of project activities

Location : Sherpur, Bogra (Consultancy 1) and Ishwardi, Pabna (Consultancy 2)
Duration : 01 October 2017 to 31 July 2018
Reports to

Project Manager, AREE

Purpose : Support the implementation and monitoring of project activities in the rice mill sector

Essential Functions and Responsibilities
The duties and tasks of the consultants include the following:

Logistic support for project activities

Organizing all logistics for project activities in the relevant rice mill cluster (arranging venues, inviting and
following‐up with event participants, arranging lodging and transport for event participants, etc)
Project implementation support
Conduct visits to rice mill owners as follow‐up to awareness‐raising and training events
Regularly follow up with rice millers functioning as ‘ambassadors’ for the IRPS, ensuring that they receive all needed support and maintain contractual obligations (use of project‐provided tools, regular data recording, holding experience‐sharing events)
Monitoring and Results Measurement
Maintain and update database of rice mills in the relevant cluster
Collect monitoring data from local boiler manufacturers, boiler operators and mill owners
Provide regular updates to the AREE team, ensuring prompt flow of information from the field
Submit a brief progress report monthly
Communication with Stakeholders
Maintain regular communication with key project partners (boiler manufacturers and IRPS ‘ambassadors’)
Liaise with relevant local stakeholders at District and Upazila level (Rice Mill Owners’ Association, Department of Environment (DoE) officials, UNO)
In addition to the above‐mentioned tasks, carry out any further tasks assigned by the management.
