  • Demonstrated understanding of the economics of technologies, agricultural production, and farm household economics;
  • Experience in formulating and monitoring policies and programmes to enhance food availability and access as well as in assessing the impact of such policies and programmes;
  • Demonstrated understanding of the political economy of decision-making processes and national policy/institutional mechanisms;
  • Demonstrated understanding of sectoral and cross-sectoral food security and nutrition issues; and
  • Extent of experience in training and capacity development.

Job Context
The FAO Representation in Bangladesh is inviting applications from qualified candidates to the above vacant position under the project, `GCP/BGD/059/USA: Meeting the Undernutrition Challenges (MUCH), to be filled as soon as possible:
Background: Meeting the Undernutrition Challenge (MUCH) is the follow-up project of the National Food Policy Capacity Strengthening Programme (NFPCSP) and based in the Food Planning and Monitoring Unit (FPMU) of the Ministry of Food (MoFood) in Bangladesh. The MUCH project broadens the scope of NFPCSP`s interventions extending support to other core ministries, civil society organizations (CSOs) and the private sector, seeking to achieve a strengthened enabling environment for eradicating food insecurity and malnutrition, in particular, by improving: (i) cross-sectoral and sectoral policies and investment frameworks and programmes for food security and nutrition (FSN) that are gender sensitive; (ii) human and organizational resource development for FSN; (iii) financial resource allocation for FSN; (iv) inclusiveness of governance and coordination mechanisms for FSN; and (v) comprehensiveness of information generation to support FSN policy formulation, programming and implementation.

Job Description / Responsibility
Under the overall supervision of the FAO Representation for Bangladesh, the overall technical supervision of the Chief Technical Adviser (CTA), and the direct supervision of the Agro-economist (Markets and Trade) in consultation with the members of the Technical Assistance Team, the FPMU, relevant Government agencies, and CSOs, the incumbent will contribute to timely and effective delivery of the MUCH project. In particular, the incumbent will:
Review existing national policies, programmes and investment plans, aimed at improving food availability and access, and assist policy and planning officers and analysts in the FPMU, core partner ministries of the project, members of inter-ministerial thematic teams, and representatives of civil society and the private sector - hereafter called key and strategic partners - in developing a critical overview of these programmes;
Support the key and strategic partners in identifying opportunities for strengthening food security and nutrition mainstreaming within sectoral and cross-sectoral policies, programmes and investment plans;
Help deliver on-the-job training and guidance to the key and strategic partners, in particular in the field of food availability and access, including markets and trade;
Contribute to institutional assessments of project's core ministries by assisting in the identification of organizational development needs for better addressing food security and nutrition;
Participate in multi-stakeholder dialogues to identify food security and nutrition policy related research needs, develop detailed terms of reference for commissioning research, and supervise the activities in collaboration with inter-ministerial research supervisory committees;
Identify indicators to be included in the Food Security and Nutrition Data Management System of the FPMU for monitoring and assessing food availability and access;
Contribute to planning, monitoring, execution and reporting on project implementation; and
Perform other related duties as required.
