USAID's Nobo Jatra (NJ)/ New Beginning, a Food for Peace (FFP) Program for 5 years implemented by World Vision Bangladesh (WVB), World Food Programme (WFP) and Winrock International, in partnership with Bangladesh's Ministry of Disaster Management and Relief (MoDMR) is designed to reduce food insecurity and vulnerability for 856, 116 direct participants in 40 Unions of four Upazilas; Shyamnagar and Kaligonj under Satkhira District and Koyra and Dacope under Khulna District in the southwestern coastal area of Bangladesh.

Job Detail:

Job Context

The role is responsible for ensuring compliance with USAID`s and Bangladesh`s environmental regulations and laws. The Environmental Safeguard Coordinator will have oversight responsibility to ensure the recommendations of the project`s IEE and EMMP (including annexes) are followed and implemented across all project activities and sub-implementing partners. S/he will be responsible for leading environmental sustainability compliance efforts, providing and technical support to staff and partners and manage the reporting for environmental aspects across all sectors.
S/he ensures the implementation of an integrated approach to incorporating environmental safeguards and activities that will address the potential negative and unintended environmental consequences of its proposed activities that will strengthen systems and structures at the community and household level to respond more broadly to contextual environmental and climate risks. This position will manage the implementation and reporting of the Environmental Monitoring and Mitigation Plan as well as the Safe Use Action Plan (SUAP) for the project.
This position also develops and maintains networks at the national, divisional and district level to ensure knowledge gathering and dissemination to projects.

Job Description / Responsibility

Ensure the EMMP and SUAP requirements are implemented, while considering any substantial modification to previously approved activities or addition to project activities based on donor recommendations;
Ensure all project activities are in compliance with USAID's environmental regulations as well as the relevant Bangladesh environmental laws, policies and regulations;
Work with technical sector teams, activity managers and partners to ensure project activities are designed and implemented in environmentally friendly manner;
Determine regulatory requirements for environmental and safety oversight of project activities and assist project implementing partners as required on compliance issues and on the preparation of required environmental documentation for proposed and ongoing activities;
Take the lead on all mitigation and monitoring activities;
Develop tools for screening new project activities, monitoring compliance and mitigation measures.
Prepare report (Environmental Status Report, (ESR)) on status of proposed mitigation and monitoring measures;
Develop and provide environmental training for project staff as required
Participate in M&E-related activities when required
Ensure that environmental considerations are included in Prep, ARR, Budgets, DIP, Q-reports etc.
for each sectoral plan activities implemented EMMP, SUAP and PMP requirements implemented
Tools developed for screening new project activities, monitoring compliance and mitigation measures by sectors;
Sector activities are screened to ensure that they do not result in decreased biodiversity or negative environmental impact;
Training for staff, sub-grantees and contractors on USAID's climate change environmental safeguards regulations, policies, procedures conducted;
Training for staff, sub-grantees and contractors on EMMP forms, checklists, tools etc.
Sharing of best practices on mitigation measures and implementation of environmental safeguards;
Environmental mitigation measures and safeguards are reflected appropriately in the language and content of sub-grantees and contractor's agreements;
Staff ,sub-grantees are trained on environmental monitoring as per IEE implementation procedures.
Established linkages with similar programs implemented by the government, NGOs and community-based groups;
Support obtained by the project from relevant government agencies such as Water Development Board, Agricultural Extension Department, Public Health Engineering Department, Forestry Department, Nutrition offices, etc .
Supporting sub-grantees increase the resilience to disasters;
Crisis modifier plan in the event of a natural disaster such as a cyclone incorporates environmental safeguards & mitigation measures under its activities of conditional cash transfer and graduation program
Develop tools and methodology for environmental monitoring
Lead regular mitigation and environmental monitoring activities
Environmental Status Report (ESR) submitted;
Contribute to monitoring by working with the M&E team
Increasing demonstration and understanding of commitment to World Vision's core values in the approach to work and relationships.
