Requirement:
  • At least eight (8) years' experience in Monitoring and Evaluation of multi-sectoral programs, previous experience in USAID programs, particularly in health-focused programs is preferred.
  • S/he is expected to have experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and/or performance monitoring plans.
  • Demonstrated experience in developing and implementing monitoring systems and conducting evaluations especially for health programs.
  • Demonstrated ability and skills in analysis and report writing is essential.
  • Strong quantitative and qualitative research skills, managing MEL team members and meeting deadlines and deliverables to partners and donors.
  • Excellent oral and written communication skills, proficiency in relevant statistical software.

Job Context

Save the Children invites applications for the following position for an anticipated 5-year USAID funded project title: Strengthening Public Sector Maternal and Newborn Care (SPSMNC) in Bangladesh, aiming to assist the Government of Bangladesh`s (GOB) public health system with its unfinished agenda for Ending Preventable Child and Maternal Deaths (EPCMD). Emphasis will be on newborn care by scaling up proven approaches in the public sector.

Job Description / Responsibility

This is a leadership position and will serve as a key member of the project team in Bangladesh.
S/he will be based in Dhaka and will be mainly responsible for leading the development of activity's monitoring, evaluation and learning plan.
S/he will work with host country counterparts in developing, strengthening and implementing monitoring systems to track project progress and impact.
The MEL Advisor will also develop and maintain systems to collect and analyze data and information on inputs, outputs, outcomes, and impact of the program.
S/he will design and lead the implementation of the project's MEL strategies, requirements and country level activities.
In addition, the Advisor will work directly with the project's technical staff and will manage an MEL team to develop appropriate indicators and select the monitoring and measurement tools for project implementation and rollout.
