Educational Qualification:
  • Bachelor degree in Social Sciences, Development studies or any other relevant field is essential.

  • Knowledge of humanitarian system and humanitarian standards, such as Sphere standards.
  • Training and facilitation skills.
  • Proven management and leadership ability.
  • Effective oral and written communication, fluency in English and Bangla.

  • Project Management skills.
  • Proven experience as a team player.
  • Demonstrated collaboration skills.

Job Context

World Vision Bangladesh (WVB) is an established international Christian humanitarian development and advocacy organization dedicated to working with children, families and their communities worldwide to reach their fullest potential by tackling the causes of poverty & injustice. It serves all people regardless of religion, race, ethnicity, gender or ability. WVB`s HEA program is currently being implemented by 17 program level staff, and guided by two Program Coordinators at national level, three Disaster Management Specialists at Regional Field Office level, which proves strong capacity of this organization in implementing DRR and CCA programs. All of them are professionally qualified in humanitarian response and accountability programing. Along with qualified staff, WVB has a Crisis Management Team (CMT) at National level who are responsible for policy and decision making, Multi discipline/Functional National Disaster Management Team (NDMT) at National level who are responsible to lead C-II level emergency response, and Multi discipline/Functional Regional Field Disaster Management Team (RFDMT) at regional level who are responsible to lead local level emergency response.

Job Description / Responsibility

Develop annual HEA (Humanitarian Emergency Affairs) Business Plan.
Implement Business Plan activities which clearly build the response capacity of World Vision Bangladesh's (WVB) systems, structures, and staff.
Train and equip WVB Crisis Management Team, and RFO/ ADP Disaster Management Committees, with ToRs and SoPs in place to direct their operations.
Prepare Standard Operating Procedures (SOP) for Humanitarian crisis.
Maintain the optimal level of NDPRF and uses NDPRF to prepare for emerge.
Response is timely, appropriate and aligned to World Vision and Global best practice standards.
Conduct donor and partner mapping for humanitarian response.
Develop and build relationships with key donors and partners (public, private, INGO, NGO, etc.).
Formalize relationship (Letter of Intent, MoU, etc.) with partner organizations in highly-vulnerable areas to allow WVB to quickly respond to humanitarian crisis.
Attend priority partnership meetings and work with WVB Technical Team to ensure participation in cluster systems.
Sharing resources/information/best practices etc. with donor communities and other entities which demonstrate WVB as a partner of choice.
Actively track potential and ongoing humanitarian crisis and provide regular updates and advice to SMT and South Asia and Pacific Office (SAPO) RHEAD.
Take coordinating role of Crisis Management Team.
Work with WVB security team to ensure security management measures and in place and undertaken during an emergency.
Ensure there is a clear exit / transition strategy for response projects.
Mobilize NDMC, RFO / AP DMC during emergency preparation, response and recovery.
Take on appropriate role within EMS during CAT II and CAT III emergency.
Ensure WVB Teams are equipped to collect primary and secondary data during humanitarian crisis.
Ensure humanitarian accountability principles are mainstreamed in all responses and taken into consideration when designing programmes.
Provide reports / share information with GAM colleagues following donor / partner engagements.
Develop basic proposals (logframe, DIP, Budgets etc.) as templates for use during emergency situation.
Accompany GAM Team for meetings with potential donors and partners.
Support GAM Team to submit high quality proposals and project progress / final reports.
Ensure WVB is active in HEA networks and is engaging with potential consortium partners.
Actively seeks new funding opportunities.
Encourage innovative programming approaches.
Provides regular updates to WVB field sites on potential disasters and HEA capacity building initiatives.
Maintains open channel of communication with SAPO and GC colleagues.
Responds quickly and effectively to requests from Support Offices for information.
Work closely with other sector technical specialists to ensure disaster preparedness is taken into account in all WVB's programmes and projects.
Ensure technical specialists have developed HEA specific technical intervention packages.
Ensure technical specialists are representing WVB is appropriate forums.
Ensure guidelines on cross cutting themes, such as gender, protection, disability, etc. are in place for emergency response
Ensure close working relationship with other departments, such as Finance, P&C, Communications, PQD and SOPs for each department is in place.
