  • Essential: Minimum 5 years experience in project management or project-management related positions, disaster risk management etc
  • Experience of such as Disaster Risk Management, emergency response, particularly the inclusion of at risk groups
  • Strong expertise and experience in Project Cycle Management and its operationalisation through project implementation, including monitoring and evaluation, data collection, documentation, reporting, etc
  • Experience of working on changing organisational practices of local, national and international organisations and of working effectively with partners, civil society, government, I/NGOs and other stakeholders, including as part of advocacy processes
  • Knowledge and understanding of donor procedures and requirements related to project implementation, particularly those of ECHO
  • Human Resource management, conflict management, and capacity building skills
  • Good understanding of budget management and experience in applying financial procedures
  • Experience of team work, particularly working with multi-cultural and/or pluri-disciplinary teams
  • Good oral and written communication skills in Bengali and English
  • Decision-making, critical thinking, organisational and problem solving skills, adaptability and stress management.
  • Advanced computing skills in MS Office
  • Desirable:
  • Experience in working in specific sectors i.e human rights, poverty reduction, rehabilitation, livelihood, agriculture, rural development, etc
  • Experience in working with people with disabilities or with other vulnerable groups
  • Working knowledge of multiple districts across Bangladesh is an asset

Job Context

Handicap International is implementing a project titled: Scaling up Inclusive Resilience Amongst Water Logged Communities in South Western Bangladesh.
The Project will support communities and institutions in South West Bangladesh`s waterlogged areas to anticipate, reduce the risk of, respond to and ensure effective early recovery from incidences of water logging and disasters. The Project Manager will oversee project implementation related to inclusive DRM, with responsibility for the implementation of the full project cycle, capacity development of NARRI implementing organizations, team management, budget management, Monitoring & Evaluation and internal and external coordination.

Job Description / Responsibility

1. Project cycle management:
Activity implementation: coordinate the implementation of project activities related to inclusive DRM in order to ensure the effective achievement of the project objectives and results, based on donor and internal project documents, in close collaboration with the project teams of NARRI implementing organisations, planning and re-planning as required.
Monitoring and Evaluation: implementation of HI's M&E policy through the use of planning and monitoring tools, monthly reporting, beneficiary counting and regular quarterly and annual reviews. Ensure regular monitoring of activities, indicators and results, to assess project quality and progress, particularly related to monitoring changes in organisational practices of partners related to disability inclusion. Develop and roll-out use of appropriate project management tools, including data collection tools, particularly capacity development tools .
Documentation and lessons learnt: ensure ongoing documentation of data related to inclusion of disability in DRM at community, organisational and policy levels and progress related to the project, along with lessons learnt.
Budget management: manage the project budget, ensuring internal and donor compliance with ECHO procedures.
Project development: participate in project development processes related to inclusive DRM, including identification, assessment and project design.
Contribution to Country Programme Framework: participate in the development and/or implementation of the strategic framework of the programme, as required.
2. Internal coordination and reporting:
Linkage with support services unit (human resources, finance and logistics): related to budget monitoring; team management; procurement processes; the development of Terms of Reference, Memoranda of Understanding or agreement with service providers, suppliers or other actors.
Work closely with the technical unit to ensure the technical quality control and monitoring of activities.
Regular reporting to the Domain Coordinator daily, weekly and monthly.
Close coordination with project managers and project teams of all other projects to ensure mainstreaming of DRM
3. Partnership management and external representation:
Ensuring close collaboration and coordination with NARRI implementing organisations and their partners, including coordinating the capacity development process related to inclusive DRM, based on an inclusive framework and toolkit .
Representing Handicap International where NARRI implementing organisations are operating as part of the project and at national/or international level, upon request .
Facilitate linkages among NARRI implementing partners, Disabled Peoples Organisations, and other stakeholders
