  • Decision-making, critical thinking and problem solving skills, interpersonal and communication skills, team work, conflict management, adaptability and stress tolerance.
  • Good communication skill in bangle & English.
  • Good knowledge on MS Office & Excel, Powerpoint.
  • Experience in working with people with disabilities or with other groups in situation of vulnerability.
  • He/She will be responsible for developing network and relationship with UNHCR, RRRC, CIC authority according to project strategy.
  • Highly motivated and committed to HI vision, mission, and to significantly improve the lives of the most vulnerable and marginalized.
  • Ability to work under pressure and in a multicultural team environment
  • Experience in working in the rural context.
  • Having a valid motor bike license and ability to travel in project areas using a motor bike will be added advantage.

Job Context

Bangladesh hosts more than 32,000 refugees in the registered refugee camps. Another 300,000 UMN (Unregistered Myanmar National) stay in Bangladesh without legal status, mostly in the villages outside the official camps and in makeshift camp sites. In addition, an estimated 74,000 UMN arrived in Bangladesh from Myanmar, following an outbreak of violence in Rakhine State in Myanmar in October 2016.
A high proportion of the refugees and UMN remain in a chronic emergency situation due to long-term challenges to find a durable solution to their status in the country and require continuous humanitarian assistance. Handicap International has been implementing a rehabilitation program to improve quality of life of people with disabilities and other vulnerable people in Teknaf and Ukhiya upazilas of Cox`s Bazar district for last 10 years. The Project Manager will be responsible for overall management of the project.
The Project Manager has the responsibility for overall implementation of BRIC (Building Resilience and Inclusive Communities) of Handicap International HI) Bangladesh Programmme`s project at Cox`s Bazar under direct supervision of Deputy Field Coordinator. He/she contributes towards the capitalization of experience gained from the project. He/she should adhere to the code of conduct and ethics and to the operational standards set by HI and the donor.

Job Description / Responsibility

1. Overall management of the project:
Be in charge of the implementation of the project following the project cycle management steps in close collaboration with the stakeholders, the local authorities and Ministries.
Develop project annual plan and monitor the indicators according to the monitoring tools in collaboration with the coordinators (technical and operational).
Coordinate technical support to the project staff by ensuring adherence HI standards.
Provide analysis of the project reports to ensure quality reporting according to the requirements, HI internal quality standards and guidelines of the donors.
Participate in the design and implementation of the project activities and organize quarterly monitoring reviews of the project.
Organize technical support mission from HI Head Quarters and/ or international experts with the support of the programme and/or technical coordinator.
Monthly inform the deputy field programme coordinator/ Program Coordinator/Program director of the project's achievements and challenges.
Prepare project evaluations and implement recommendations that come from the evaluation.
Lead the capitalization of the activities and the methods used during the project and organize a workshop to share the experiences gained from the project.
2. Establishing and maintaining linkages with project stakeholders
Develop formal and informal relationship, collaboration with different public or private local stakeholders.
Represent the organization in various forums related to the project
Liaise with technical advisors in the development of terms of references and project documents
Communicate on the project activities with all department and HI staff through internal communication tools.
3. Supervision of financial, logistic and material resources of the project implementation
Develop and manage the annual budget plan and monitor the project related expenses.
Prepare the cash flow forecast/requests for submission to the Finance team
Review BFU of the project expenses and submit feed backs to the finance coordinator.
Analyze any financial differences, anticipate the spending and propose budget adjustments as deemed necessary.
Participate in the procurement plan and logistical management of the project in conjunction with the logistics team.
Control the expenses and respect the HI procurement procedures
Review financial report of the project and ensure that the report meets the donor and HI compliance.
Support the admin team in preparing the TOR, MoU, and agreement for service providers and others where necessary.
4. Team management of the project staff
Supervise and lead the project team, validate individual action plan, carry out assessments/appraisals.
Develop/Validate HR management tools for the project team e.g. JD, leave, end of probation, co-validate disciplinary measures with HR/Support Services Coordinator.
Oversee the team's career development, define training needs and provide guidance on professional development.
Conduct midterm and annual performance appraisal of the supervisee
Participate in the recruitment of new team members according if requested by the HR.
Plan, prepare and chair project team meetings.
Ensure efficient communication amongst the team members.
Evaluate the performance of the volunteers and ensure their capacity.
Accompany team in the implementation of the project through creation of appropriate project management tools, orientation of the team with these tools and to ensure that these are used for the effective management of the project.
Contribute towards the capitalization of experience.
Collect necessary data using criteria and indicators established by the project.
Participate in analyzing the collected data.
Communicate and disseminate results to project stakeholders.
5. Ensure implementation new M&E (monitoring & evaluation) policy of Handicap International
Internalise M&E policies of HI and ensure that project team understnad the policy and other tools including projects quality framework, PME tools and worksheet
Develop PME tools of the project, review the PME tools on a regular basis.
Arrange quarterly and annual project review meeting, review the PME tools in these review meetings.
Ensure regular reporting of the project respecting deadlines.
6. Ensure adherence to HI standards and values for quality assurance
Develop the project framework in line with HI strategy with validation of technical advisors, protection expert and Coordinator.
Identify links and exchange of skills and resources amongst projects internal and external actors.
Participate in the global strategic reflection of the program.
Represent HI and follow the strategy and methodology adapted at the mission level.
7. Handicap International risk management policies:
He/she commits to respect risk management policies of Handicap International including: policy on the protection of beneficiaries against exploitation and sexual abuse, the child protection policy.
He/she commits to ensure the best possible implementation of the risk management policies of Handicap International during the development of project activities, by Handicap International staff as well as by any other stakeholder intervening towards children in the frame of the project.
He/she informs his/her supervisors regarding any case, claim, or possibility of transgression, even potential of the risk management policies of Handicap International.
