Job Description / Responsibility
The position will be responsible for the leadership, co-ordination and management of all Procurement activities. The employee expected to provide service with respect to procurement of goods and services in compliance to strict adherence to the Centre's procurement guidelines, the funding agency regulations and Bangladesh tax and VAT rules.
The position report to the Head of Operations. Following are the responsibility of the function:
Management of the procurement process inclusive of: vendor selection/accreditation, procurement planning by project, supporting internal procurement committees, purchasing and inventory management
Advise senior management on improvements to procurement policies, procedures, guidelines and tools.
Prepare vendor agreement/contracts and finalize by negotiating with national and international suppliers in compliance with WorldFish policy.
Track service agreements for timely renewal or termination. Ensure implementation of agreements and contracts in a transparent manner.
In consultation with project staff, plan and co-ordinate awarding of POs/Contracts to suppliers. Ensure efficient, transparent and cost effective procurement of goods and services.
Ensure efficient inventory Management of all project assets by undertaking field visits time to time.
Keep linkage with GOB/NGOs and others officials as necessary in order to remain abreast with changes in procurement practices, tax and VAT issues of the country.
Provide day to day support to field level procurement activities as when required by the project.
Collect quotation from suppliers/ parties and prepare Bid analysis and submit to the Procurement committee and management for their approval.
